Li Shenming: Evaluating correctly the two historical periods before and after the reform and opening up
On January 5, 2013, secretary-general Xi Jinping pointed out on the seminar for the new central committee members and alternate members to study and implement the spirit of the party's 18th National Congress that, the socialist construction by China’s people under the leadership of CPC can be broken down into two historical periods: one that before the reform and opening up and one that after the reform and opening up. Although there are big differences between the two historical periods, they are in essence the exploration practice of China’s people under the leadership of CPC for socialist construction. It is true that socialism with Chinese characteristics is established in the new historical period of reform and opening up, but without the basic socialist system established in the new China and the basis of construction in the previous 20 plus years, it is impossible to build socialism with Chinese characteristics; Although the two historical periods differ in terms of ideological guidance, the actual work, guidelines and policies, they are not disconnected from each other and are not in contradiction. We can neither deny the historical period before the reform and opening up by that after the reform and opening up, nor can we deny the historical period after the reform and opening up by that before the reform and opening up. We must adhere to the principle of seeking the truth from facts, distinguish between mainstream and tributaries, to stick to the truth, to correct mistakes, to carry forward the experience, to remember the lessons, and to continually push forward the cause of the party and the people on the above basis.

Similar to the 18th National Congress of CPC, comrade Xi Jinping's speech has made a scientific, correct and accurate evaluation of the great achievements of the party's first generation of central collective leadership with comrade Mao Zedong as the core, which will gain support from the party, the military and the people, and is therefore of great significance.

In some people’s impression, Mao Zedong is only good at class struggle and knows nothing about economic construction. This is a misunderstanding. Mao Zedong certainly made mistakes in economic construction. We should learn from these mistakes in an earnest manner. However, it is not fact to say that Mao Zedong doesn’t know anything about economy and economic construction. Comparing the achievements of the economics construction at Mao Zedong’s period with the mistakes, it is fair to say that the achievements are not only the main aspect, but they are also tremendous. When new China was founded, the economic basis was very weak. It is not China that chose seclusion from the outside world. As early as the Yan An period, Mao Zedong had mentioned for many times that the first country he was going to visit after the victory of the revolution was the United States in an effort to learn from the latter how to achieve industrial and agricultural modernization.

At the time when China was still in the war of liberation, the western powers had already assisted the Chiang kai-shekrégime to implement economic blockade on liberated areas. On August 30, 1949, on the eve of the founding of the new China, Mao Zedong clearly pointed out in “’Friendship’, or Invasion?”---an article criticizing the then US secretary of state Acheson for describing the United States’ aggression against China as the friendship---thatthe liberated areas such as Shanghaiwas initially open after liberation. However, it was now beingblockaded by American warships and the cannon on them. Upon the founding of new China, the imperialist powers implemented an even more severe economic blockade on China. The United States and other western powers embargoed 500 more science and technology projects than Soviet Union and eastern European countries. However, under such severe embargo, during the 27 years from the founding of new China until the death of Mao Zedong, China still made great achievements. The first one is aiding North Korea and Vietnam successively to resist US aggression, investing a lot of manpower, material and financial resources to the "big three line" and "small three line" construction, all of which help successfully prevented the attempt of the United States and Soviet Union of “nuclear strike” towards China. Equivalent to three large-scale wars against aggression, the above efforts strongly defended China's sovereignty and sacred territory. During the Khrushchevrégime, taking advantage of natural disasters in China and mistakes China made in the work, the Soviet Union hegemonism forced China to pay the debt in an attempt to oppress China to yield. Back then China owed to the Soviet Union more than 5.2 billion Yuan which include all kinds of loans and the corresponding interest (more than 60% of them are the loans, interest and military supplies China borrowed from the Soviet Union in aiding North Korea to resist US aggression). According to the agreement, these debts should be paid off by 1965. By then China’s industry was still in its infancy since new China had been founded for a little more than10 years, so China can only paid off the debt by pork, eggs, apples and other agricultural products.

Henan province has been a big province of food production and the production of live pigs. SongFengnian, the secretary-general of the party branch at a grass-roots unit in Jinshui district, Zhengzhou city once told me that: "In the 1960s, I had worked in the production lineat Zhengzhou meat processing factory. The factory had been killing more than 5000 high-quality pigs and shipping them to the Soviet Union immediately to pay off the debt every day in a half year’s timebefore and after every winter for several years." This adds more difficulties to the everyday life of China’s people. Due to the aspiration of Chinese people, by 1964, China paid off, a year in advance, all the loans and interest owed to the Soviet Union in the 1950s.

The second achievement is the independent, self-reliant development of "one atomic bomb, one hydrogen bomb, one man-made satellite and one submarine". In October 1964, China's first atom bomb successfully exploded. In December of 1966, China's first test explosion of hydrogen bomb was successful. In April of 1970, China's first man-made satellite was launched. In September of 1971, China's first nuclear submarine was launched. It officially joined the navy battle sequences in August 1974. Many people are knowledgeable about “one atomic bomb, one hydrogen bomb, one man-made satellite”, but know little about nuclear submarine. The nuclear submarine we are talking about here is not just nuclear-powered submarines, but the nuclear submarine that has the capability of second nuclear counterattack with strategic significance, which is “the most powerful weapon” that can finally restrict hegemonism and the attempt of power politics to deter China’s peaceful development. Deng Xiaoping clearly pointed out in 1988 thatwithout “one atomic bomb, one hydrogen bomb, one man-made satellite”, China would not become a country with important influence and China would not have such international status as China doesnow.

The third achievement is the establishment of the relatively complete industrial system and national economic system which include a lot of science and technology products and techniques innovated by China herself.

The fourth achievement is the establishment of a lot of infrastructure that are in need by the national construction and people’s welfare. Comrade Li Xiannian once mentioned that the input-output ratio for infrastructure is 7 to 1, while that for manufacturing processing is 1:7. During the 27 years of Mao Zedong period, China had built manually 84,000 reservoirs which still play a fundamental and core role in agriculture today.

The fifth achievement is to join the United Nations by eliminating all sorts of interference. Due to the correct theoretical guidance of the division of the "three world" by Mao Zedong, China had made major breakthrough in diplomatic relations with the United States, Europe and Japan and other major countries, successfully breaked the harsh blockade exerted on China by external hegemonism and power politics, eventually stepped into the line of powers, which laid the foundation for the theme of the era---peace and development. The above five are achieved by investing a lot of manpower, material resources and financial resources, and each achievement was very time-consuming. These achievements provide China with a solid material wealthbasis and a favorable international environment for China's reform and opening up.

The sixth achievement is that during Mao Zedong’s period, China did not have internal or external debt. Of course, China’s economic and social development by then was severely impacted by not taking advantage of the financial tool of debt, which was a mistake in the work and manifestation of the rigid mindset at that time, from which we should learn the lesson. Reform and opening up learns this lesson. However, seen from the objective conditions by then, China lacked the international environment to introduce large-scale foreign capital into China. Seen from the perspective of the dichotomy, the free of debt leaves no debt burden for later generations.

All the above is achieved based on the material and financial resources saved byall ethnic groups of the Chinese people through“tightening their belts”, “living a poor life”, “digging out the food from the throat” and “saving a lotof indispensible spending indaily life”. This is the reason why Chinese people “lived a poor life” in Mao Zedong's period.

The history of the Communist Party of China after the founding of the People's Republic of China is, in general, the history ofthe socialist revolution and socialist construction and the great achievements made by the Chinese people of all ethnic groups under the leadership of CPC under the guidance of Marxism-Leninism and Mao Zedong thought. Deng Xiaoping was right that the older generation of workers, the poor and lower-middle peasants and those cadres that have contact with them would not agree if we discard Mao Zedong thought or inappropriately evaluate the contribution and negligence of Mao Zedong. The banner of Mao Zedong thought cannot be discarded. The discard of Mao Zedong thought is equivalent to the negation of the glorious history of CPC. Comrade Jiang Zemin, Hu Jintao and Xi Jinping all have highly evaluated Mao Zedong's great historical achievement and the historical position of Mao Zedong thought in a variety of occasions for many times. The practice has proved and will continue to prove that this significant historic contribution (the right evaluation of Mao Zedong) comrade Deng Xiaoping, Jiang Zemin, Hu Jintao and Xi Jinpingmade to the party, will berecorded in history forever and will be remembered bythe country, the people and the Chinese nation from generation to generation forever.

During the three-year difficult period in the 1960s, I also had eaten grass seed and elm bark, but I think that when we gaze at history, we must not simply see from the viewpoint of personal gain or loss. We must jump out of personal limitations and seen from the standing of the people, the history and even the progress of mankind civilization. Only in this way can we get the true meaning and nature of things when observing object. We cannot split or even oppose the 27 years of hard struggle in Mao Zedong’s period after the founding of new China ato the later 30 plus years after the reform and opening up justbecause we suffered from hungry and poor life in Mao Zedong’s period. Of course we must not deny the mistakes and errors in the former 27 yearsof new China, nor should we defend Mao Zedong’s mistakes, instead we must seriously learn the lesson from the mistakes and errors. However, we must be clear that they are not the result caused by a single person--Mao Zedong. Now some people describe Mao Zedong’s periodas good for noting or even dark days. Such statement is made eitherby a fool or those people with ulterior motives or even other aims.

The history of international communist movement has proved repeatedly that the first step to overthrow a socialist countryis to attack the country's ruling communist party; while the first step to undermine the country's ruling communist party is to deface the main leaders of the ruling party. This is the most direct, convenient, and effective means with the lowest cost that the hostile forces at home and abroad can employ to westernize and differentiateour party. One fundamental lesson of the demise of the Communist Party of the Soviet Union and thecollapse of the Soviet Union, was the malicious attacking, smearing and fundamentally denial of Stalin and Lenin by the a variety of media financed by international capital, andset up and led by the hostile forces at home and abroad of Soviet Union .

What is history? History is composed of time and space, the existence of the past time and space relative to that of now. In a strict sense, the physical memory in textbooks or books or articlesof what are now called "history" is just the memory, records, or understanding of a specific character in the history. Whether these memory, records, or understanding are the original visage of history, whether they reveal the nature and law of history is needed to analyze and identify carefully. Engels pointed out as early as the 1880s that the bourgeoisie would turn everything into a commodity, which also applies for history. The nature of the bourgeoisie and its survival condition is to forge all sorts of commodities which include the history. Those who can falsify history conforming to the interests of the bourgeoisie the most will get the highest compensation. French philosopher and historian Michel Foucault said, whoever controls people's memory will control people's behavior, therefore, it is a matter of life and death to occupy, control and manage memory.

It is an iron curtain where no one knows how many communist party members in the United States and the sympathizers of communism were arrested or even killed by the US authorities in the "McCarthy Era" in America of the 1950s. In 1965, with the support of the Central Intelligence Agency in the United States, the Indonesian military authorities killed about 500,000 to 1 million communist party members and the sympathizers of communismin Indonesia, even the American media by then reported that the river was dyed red by blood. However, this is unknown to most of the people in today's globalization and information age. In contrast, the so-called “fact” that Stalin killed 30 million people in the elimination of counterrevolutionariesand 30 million people starved to death in the "great leap forward" initiated by Mao Zedong are known to almost everybody on the earth. Those two “30 million” are false data deliberately fabricated. Of course, specific articles need to be writtern to illustrate this point. In the anti-rightist movement in 1957, 550,000 people were marked out as rightist, it is obvious that there are quite a few comrades who had been wronged, but nobody was executed. Yet described as "bloody", this history is known to every person on the earth. In contrast, almost no one knows, let alone condemns the fact that about 500,000 to 1 million communist party members and the sympathizers of communism were killed in Indonesia. The media controlled by international capital is this "objective", "real" and "fair"? !

In 1994,The memoirs of Mao Zedong's personal physicianwrittern by Li Zhisui was publishedoverseas. I used to work in Zhongnanhaifor more than 10 years and had contacted witha number of staff working around Mao Zedong. After I saw the attack on Mao Zedong, especially the description of the so-called the personal life of Mao Zedong, I immediately found Zhou Fuming who worked on the arrangement of Mao Zedong’s books after his death in Chrysanthemum Fragrance House in Zhongnanhai. As early as 1960, Zhou Fuming wasMao Zedong's personal guardian who also took care of Mao Zedong's haircutting. Zhou Fuming said very angrily after he saw the so-called memoir by Li Zhisui: "this is sheer nonsense; I think it is maliciously falsification. Chairman Mao was in very good health in the last fifties and sixties, he seldom took medicine. Evenif he needed sleeping pills, the pills were picked up by our security guards. Li Zhisui even didn’t have a chance to get close to the Chairman, then where could the so-called person life he saw comes from?!" When Li Zhisui came to the United States in 1988, he only took with him a thin layer of manuscript. At that time, some guys with CIA background found him and said that the memoirs he took with him was not readable and would not have market effect. One formulation is that Li agreed to polish the memoirs with $1 million, another way of saying is $500,000. No matter which number is the exact one, it is at least clear that Li Zhisui wrote this memoir for his individual life, the so-called memoir was writternby someone else and the thin layer of manuscript turned into a thick book. The book brings forward the time when he began to work at the clinic in Zhongnanhai from June, 1957 to April, 1954. Quite a length in the book is the description of the period before he worked at the clinic in Zhongnanhai. The so-called fact is completely fabricated. I suggested that those who read the pseudo history book The memoirs of Mao Zedong's personal physician to read The truth of historywritern by Lin Ke, Wu Xujun and Xu Tao in an effort torefute Li Zhisui’s deception, and published by the Central Literature Publishing House in 1998.

British intelligence agencies also funded the Chinese British woman writer Zhang Rong and his British husband to co-author Mao Zedong: the unknown story. The book was published in 2005. I met in person with Zhang Rong in 1991. In 2008, when I visited the University of Cambridge, several professors at Cambridge all said that: "We don’t need to discuss Zhang Rong's book which include logic contradictions everywhere. It is not worth the time to talk about it." Even a French newspaper reporting this book also said that in Zhang Rong and others’ point of view, Hitler and Stalin has long been notorious, while Mao Zedong's portrait is still hanging on the Tian’anmen rostrum. Zhang Rong tried to move the portrait. The memoirs of Mao Zedong's personal physician by Li Zhisui and Mao Zedong: the unknown story by Zhang Rong and his British husband were translated into all kinds of languages under the support of the international capital and have been published in many countries. There are also many Chinese versions taken from Hong Kong and Taiwan back to the mainland. These two so-called historical books all produced a sensation both at home and abroad. They still have considerable international and domestic influence.

Napoleon said that a pen is more powerful than two thousand guns. Eisenhower said that the effect of one dollar’s propaganda equals to that of five dollars’ national defense. Nixon was almost impeached due to setbacks in the "Watergate Event". He laments that three hostile newspapers is more terrible than one thousand bayonets. Those people at home and abroad with ulterior motives wantonly exaggerate Mao Zedong's error in his later life, even forge the fact, and try their best to disinform, libel and slander Mao Zedong. The vicious attacks on Mao Zedong notjust only relates to Mao Zedong himself, the ultimate goal of such attacks is to further negate Zhou Enlai, Liu Shaoqi, Zhu De, Chen Yun, Deng Xiaoping and other leaders of CPC and a large number of the older generation of proletarian revolutionaries, so as to negate the glorious history of struggle by our party and the people, to negate Marxism and the socialist system of people's democratic dictatorship, to prepare for ideological and political opinion which attempt to bring the socialist new China back to the colonial and semi-colonial status.

As early as a few years ago, comrade XiJinping explicitly warnedthe whole partyin the meeting ofthe party’s history work to be wary of the unique harm of "historical nihilism", and remind the whole party to be highly alert. I think that, based on its "experience"to overthrow the Communist Party of Soviet Unionand to collapse the Soviet Union, the international monopoly capital at present focus their targeton attacking Mao Zedong and his thought while trying their best to advocate the "historical nihilism" of Marxism, socialism and the Communist Party of China. This is a very important part of the strategic deployment of the hostile forces at home and abroad to encircle, transform and subvert socialist China in recent years or even in the near future. Therefore this is very important part of their "soft power" and "smart power". Although this is done by only a handful of persons, they are very powerful. Combined with all kinds of media controlled by a variety of capital, especially the proliferation and expansion of the Internet, the effect of the subversive behavior must be attached great importance to and be responded in an appropriate and earnest manner. Whether can we properly deal with the attacks on Mao Zedong, Zhou Enlai, Deng Xiaoping, Jiang Zeminand other leaders of CPC by hostile forces at home and abroad, especially those manipulated by the international capital, is of important strategic significancefor resisting their westernization and differentiation effort and ensuring the nature of CPC at present andin the future. In a certain degree and a certain range, the enemy is stronger than us only in one way which is that they can attack their enemy by falsification--- this extremely degenerated and base weapon, regardless of the human conscience and morality. Besides, under the support of strong capital, they add wings to these rumors, slander and attack to let them "fly" in every corner of the globe.

The historical experience has proved repeatedly that, who beat the western world led by the United States the most heavily will, on the one hand, be attacked by the western world led by the United States the most fiercely, while on the other hand, will eventually be welcomed and remembered by the masses the most.

On January 21, 2013, the US President Barack Obama pointed out in his second inauguration speech that as a citizen of the United States, he or she has the obligation to shape the motion of the era not only through the vote but also through defending the lasting values and ideal. Marxism-Leninism, Mao Zedong thought, Deng Xiaoping theory, "Three Representatives" thoughts and the Concept of Scientific Development are not only the party's guiding ideology, but also the values of us communists. We should "learning" from Obamain defending thevalues of our party, country and the people with sober and firm attitude.
